（二）工作范圍和關(guān)注視野的極大拓展

相較1940年到1955年間的無所作為，從1956年到1976年的這20年里，協(xié)會的工作范圍和關(guān)注視野得到了極大的拓展：將關(guān)注教師的經(jīng)濟(jì)地位、教師共享治理、教師的職業(yè)道德等事務(wù)提高到了與協(xié)會前期重點(diǎn)關(guān)注的學(xué)術(shù)自由與終身教職事務(wù)同等重要的位置。以舉例介紹協(xié)會在這段時(shí)期發(fā)表的主要聲明和報(bào)告來加以說明。

1.有關(guān)學(xué)術(shù)自由、終身教職和正當(dāng)程序

1956年的《尋求國家安全時(shí)期的學(xué)術(shù)自由和終身教職》（Academic Freedom and Tenure in the Quest for National Security）、1957年的《關(guān)于學(xué)術(shù)自由和終身教職制度管理的建議》（The Recommended Institutional Regulations on Academic Freedom and Tenure）、1958年的《關(guān)于解聘教師的正當(dāng)程序聲明》（1958 Statement on Procedural Standards in Faculty Dismissal Proceedings）^[58]、1964年的《不繼續(xù)任期通知的標(biāo)準(zhǔn)》（The Standards for Notice of Nonreappointment）、1964年的《A委員會關(guān)于校際間演講的聲明》（Committee A Statement on Extramural Utterances）、1968年的《關(guān)于退休和學(xué)術(shù)自由報(bào)告的摘錄》（Excerpts from Report on Retirement and Academic Freedom）、1969年的《關(guān)于學(xué)術(shù)人員不符合終身教職資格特別委員會的報(bào)告》（Report of the Special Committee on Academic Personnel Ineligible for Tenure）、1969年的《關(guān)于教授和政治活動的聲明》（Statement on Professors and Political Activity）、1970年的《關(guān)于1940年聲明的解釋說明》（Academic Freedom and Tenure，1940 Statement of Principles and 1970 Interpretive Comments）、1971年的《繼續(xù)或者不繼續(xù)教師任期的程序標(biāo)準(zhǔn)》（Procedural Standards in the Renewal or Nonrenewal of Faculty Appointments）、1973年的《關(guān)于終身教職指標(biāo)的強(qiáng)制性規(guī)定》（On the Imposition of Tenure Quo-tas）^[59]等。

2.有關(guān)職業(yè)道德

1961年的《關(guān)于教師退休與辭職的聲明》（Statementon Recruitment and Resignation of Faculty Members）、1966年的《關(guān)于職業(yè)道德的聲明》（Statementon Professional Ethics）、1968年的《B委員會的報(bào)告：遲到的辭職和職業(yè)道德》（A Report from Committee B：Late Resignation and Professional Ethics）、1970年的《協(xié)會理事會的聲明：自由與責(zé)任》（A Statement of the Association's Council：Freedom and Responsibility）、1971年的《教師任命與家庭關(guān)系》（Faculty Appointment and Family Relationship）、1973年的《高等教育領(lǐng)域的肯定行動：來自協(xié)會歧視理事會委員會的報(bào)告》（Affirmative Action in Higher Education：A Report by the Council Committee on Discrimination）、1976年的《關(guān)于歧視》（On Discrimination）等。^[60]

3.有關(guān)教師共享院校治理

1966年的《關(guān)于學(xué)院和大學(xué)治理的聲明》（Statement on Government of Colleges and Universities）、1971年的《來源于財(cái)政危機(jī)的院校問題：一些操作指導(dǎo)》（On Institutional Problems Resulting from Financial Exigency Some Operating Guidelines）、1972年的《教師在預(yù)算和薪水事務(wù)方面的角色》（The Role of the Faculty in Budgetary and Salary Matters）、1973年的《教師在大學(xué)和學(xué)院圖書館中地位的聯(lián)合聲明》（Joint Statement on Faculty Status of College and University Librarians）等。^[61]

1965年的《關(guān)于預(yù)防大學(xué)教師在從事政府支持的研究中的利益沖突》（On Preventing Conflicts of Interest in Government-Sponsored Research at University）、1967年《關(guān)于學(xué)生權(quán)利和自由的聯(lián)合聲明》（Joint Statement on Rights and Freedom of Students）、1968年的《教師在學(xué)院和大學(xué)認(rèn)證中的角色》（The Role of the Faculty in the Accrediting of Colleges and Universities）、1970年的《關(guān)于教師工作量的聲明》（Statementon Faculty Workload）、1972年的《關(guān)于休假原則的聲明》（Statement of Principles on Leaves of Absence）、1972年的《關(guān)于集體談判的聲明》（Statement on Collective Bargaining）、1973年的《教師申訴的仲裁：來自A和N委員會的聯(lián)合委員會的報(bào)告》（Arbitration of Faculty Grievances.A Report of a Joint Subcommittee of Committees A and N）、1974年的《關(guān)于生產(chǎn)、哺乳小孩和家庭緊急事務(wù)的休假》（Leaves of Absence for Child-bearing，Child-rearing，and Family Emergencies）、1975年的《關(guān)于教學(xué)評價(jià)的聲明》（Statementon Teaching Evaluation）等。^[62]

從1956年到1976年，美國大學(xué)教授協(xié)會從解聘教師的正當(dāng)程序、參與和主持有關(guān)政府研究中的利益沖突、職業(yè)道德、共享院校治理、繼續(xù)或者不繼續(xù)教師任期的程序標(biāo)準(zhǔn)、教師工作量、教師休假制度、教學(xué)評價(jià)、集體談判、歧視以及有關(guān)學(xué)生的學(xué)術(shù)自由權(quán)利等若干個方面制定了高校教師的權(quán)利和義務(wù)（主要是權(quán)益）。從這些聲明中不難發(fā)現(xiàn)的是，協(xié)會關(guān)注高校教師權(quán)益的視野在最開始的主要關(guān)注學(xué)術(shù)自由、終身教職等的基礎(chǔ)上有了很大的拓展，其工作范圍和視野得到了極大的擴(kuò)張，使協(xié)會可以更全面、更具體周到地維護(hù)美國高校教師的權(quán)益，進(jìn)而為推進(jìn)美國高等教育系統(tǒng)的福祉作出貢獻(xiàn)。
